One practical point matters before any jewelry decision: the cremation has to be individual if you want ashes back, since communal cremations don't return them. After that, England leaves the ashes largely to you. What follows summarizes local scattering and burial points, useful because most of the ashes will still need a home once a pendant is filled.
In the UK, handmade pet-ash jewelry is well established, with glass studios and silversmiths publishing clear prices. Royal Mail accepts ashes within the UK when properly packed, but sending them abroad by post is restricted, so a UK maker is usually the simpler choice. Ask your vet or pet crematorium to set a teaspoon aside before the ashes are returned; it saves opening the casket later.
